In the memorandum to State Survey Agency Directors titled “Home Health Agency (HHA) Survey Protocol – State Operations Manual (SOM) Appendix B Revised” dated January 12, 2018 and revised on January 16, 2018, the Centers for Medicare & Medicaid Services (CMS) posted additional information related to the revised Home Health Conditions of Participation (CoPs) that became effective January 13, 2018.
This memorandum included the following updates:
• NEW ASPEN Tags - Related to the new home health conditions and standards (effective for surveys January 22, 2018)
• UPDATED Surveyor Pre-Survey Process – Portions of the SOM Appendix B have been revised and include highlights of the CASPER reports to be reviewed BEFORE the survey and includes the following reports:
o Risk Adjusted Potentially Avoidable Event Report (12 months)
o Potentially Avoidable Event Report: Patient Listing (12 months)
o Agency Patient Related Characteristics (Case Mix) Report (12 months)
• UPDATED Survey Sample Requirements – Minimal clinical records/sample size for a survey based upon the home health agency size as defined by the number of unduplicated skilled care admissions for the 12 months prior to the survey.
NOTE: At the date of this blog posting, the final Interpretive Guidelines for the new CoPs have not yet been posted.
