Our COS-C Conference includes a full Blueprint for OASIS Accuracy workshop that is approved for 13 nursing contact hours.  This nursing continuing professional development activity was approved by Montana Nurses Association, an accredited approver with distinction by the American Nurses Credentialing Center’s Commission on Accreditation.

Documentation is available to assist rehab clinicians seeking their own continuing education credit.

More About the Conference

The OASIS Answers’ COS-C Conference is the premier home health OASIS educational event. This conference will highlight the launch of OASIS-E and the evolving changes in OASIS and quality measures for 2022 and beyond. Join OAI as we share updates and insights into the home health and post-acute care evolving landscape.

Experience the nation’s premier Blueprint for OASIS Accuracy comprehensive training, as it is supplemented with special focus sessions, train-the-trainer strategies and ready-to-use tools. In addition to the formal conference schedule, attendees are invited to join in special COS-C exam prep offerings, including a test-taking strategies session and our not-to-be-missed “Prep in your PJ’s” OASIS study session. Register to sit for the OASIS-E version of the Certificate for OASIS Specialty – Clinical (COS-C) Exam, validating your application and knowledge of the OASIS-E data collection rules.

Come with questions for our experts and leave armed with knowledge, perspective and ready-to-use resources. This conference is open to all those who work in Home Health, including current and prospective COS-C candidates.

This workshop is designed to:

  • Support the educational needs of home health clinicians in achieving comprehension and accuracy in OASIS data collection using guidelines established by the Centers for Medicare & Medicaid Services (CMS)
  • Provide a preparatory review for candidates for the COS-C (Certificate for OASIS Specialist - Clinical) examination.
  • Supply the knowledge and tools necessary to boost clinical confidence while building a foundation of data collection precision.
  • Provide 13 hours of relevant nursing contact hours.

Senior Policy Analyst, Post-Acute Care, Value-Based Purchasing

Centers for Clinical Standards and Quality

Alex is a Senior Policy Analyst working in Post-Acute Care Value-Based Purchasing at the Centers for Medicare & Medicaid Services (CMS). He provided analytic and operation support for the development and implementation of multiple CMMI models including the Home Health Value Based Purchasing Model (HHVBP)and Medicare Care Choices Model (MCCM). He also served as the Deputy Director of the Division of Technical Model Support for the CMS Center for Medicare and Medicaid Innovation (CMMI), supporting the development and implementation of CMMI payment models. 

Marcie O'Reilly

Program Coordinator, Expanded HHVBP Model Centers for Clinical Standards and Quality

Marcie O’Reilly joined CMS Center for Medicare and Medicaid Innovation in 2014. She came to CMMI with 25 years of healthcare provider experience including acute care, home infusion, and post-acute care.  Marcie participated in the design of the original Home Health Value-Based Purchasing Model and then led the initial implementation of the original model. Before that, she was on the design and implementation teams for the Medicare Care Choices Model. Currently she leads implementation of the expanded HHVBP Model as the Program Coordinator.

Joan Proctor has been the Home Health Quality Reporting Program Coordinator since 2015 and is now also serving as the OASIS coordinator.  Joan has been with CMS since 1989 with an extensive background in fee for service home health payment policy and quality.  Joan has a Master of Science in Health Care Administration and has served in many areas of CMS including claims processing, payment policy, demonstrations and quality reporting.

Debra J. Weiland, BSN, RN

Nurse Consultant

Debra is a Nurse Consultant working in the Information Systems Group (ISG) in the Centers for Clinical Standards & Quality (CCSQ). Debra began her career working as a staff nurse and as the Assistant Director of Nursing in a Skilled Nursing Facility.  Debra later worked as Federal Contractor for 18 years supporting multiple facets of the Quality Improvement and Evaluation System (QIES) legacy system, including support of the five Post-Acute Care (PAC) Assessment Submission and Processing (ASAP) systems, the CASPER Reporting application and patient assessment and survey and certification reporting.  Presently she serves on the Solutions Management Team (SMT) supporting all aspects of reporting related to patient assessment and survey and certification data for the transition of the QIES legacy system to the new internet Quality Improvement and Evaluation System (iQIES) system.

Linda Krulish


Linda is a physical therapist with a Masters in Health Sciences. She has worked in the home health industry since 1988, is a nationally recognized expert on OASIS, the Hospice Item Set and quality measurement and improvement. She also serves the Centers for Medicare & Medicaid Services (CMS) and its contractors, assisting in home health and hospice quality measures development, data set refinement, and maintenance and updating of Guidance Manuals and other key provider education resources for the Hospice Item Set and OASIS. She provides oversight and subject matter expertise to manage contracts for CMS’s Home Health Quality Reporting Program, CMS’s Hospice Quality Reporting Program, and the CMS Home Health Value Based Purchasing Technical Assistance Contract. She served as the President and a Founding Member of the OASIS Certificate and Competency Board (OCCB), and continues to oversee the COS-C Exam as Chair of the Exam Review Task Force. Linda is President and Founder of OASIS Answers, Inc.
