On Friday, May 3rd, CMS posted 2 important draft OASIS documents:
- Draft OASIS-E1 Guidance Manual posted on the Home Health Quality Reporting (HHQRP) OASIS User Manual web page and,
- Draft Time Point Versions of the OASIS-E1 Instrument posted on the HHQRP OASIS Data Sets Webpage. Once finalized, both would be effective January 1, 2025.
Draft OASIS-E1 Guidance Manual: Overview of Changes
The draft version of the OASIS-E1 Guidance Manual contains the guidance for the new COVID-19 Vaccine item, O0350, and removes guidance related to M0110, M2200, and the GG0130 and GG0170 discharge goals. There have also been changes made to Chapter 1, including adding a placeholder in Section 1.5.1 – Who does OASIS data collection apply to? for language that CMS has noted, “will be updated with the finalization of the HH CY 2025 Final Rule.”
Also included in the draft OASIS-E1 Guidance Manual is the updated Appendix D: Description of Changes from OASIS-E to OASIS-E1 which contains a change table illustrating the changes between the current OASIS-E Manual and the draft OASIS-E1 Manual.
Draft Time Point Versions of the OASIS-E1 Instrument: Overview of Changes
A draft version of the OASIS-E1 All Item instrument was included in the posting of the time point versions of the OASIS-E1 instruments. The draft updated time points versions of the OASIS-E1 Instrument includes:
- New skip patterns
- Removes M0110 – Episode Timing from the Start of Care (SOC) and Resumption of Care (ROC) time points
- Removes M2200 – Therapy Need from the SOC and Follow-up time points
- Removes the GG0130 and GG170 Discharge Goals from the SOC/ROC time points
Additionally, the new item, O0350 – COVID-19 Vaccine Item has been added to the Transfer, Discharge, and Death At Home time points.
