CMS Posts New Resources for Quality Measures

Updated CMS documents provide clarification of measure calculations

The Centers for Medicare and Medicaid Services (CMS) recently posted new materials related to quality measure calculations:

  • Risk Adjustment Technical Specifications 2024 – This is an update to the 2023 version of the OASIS-based risk adjustment technical specifications. It adds the Discharge Function Score measure risk model, definitions for terms related to risk adjustment, and plans for the next major update of the OASIS-based risk models.
  • Home Health Discharge Function Score Technical Report – This document provides specifics on the calculation of the new Discharge Function Score measure, clarifying information in the January 2023 version of this document.
  • Discharge Function Score Imputation Appendix File – This excel workbook is an accompaniment to the Home Health Discharge Score Technical Report. It contains four worksheets with specifications for imputing functional activity values when an activity not attempted code, a skip, a dash, or missing values are reported for the functional activities included in the Discharge Function Score measure calculation.
