With the release of the Final IPRs for January 2025 on March 6, agencies now have the opportunity to assess and track their performance compared to other home health agencies. The performance year data in this IPR covers:
- OASIS-based measures: October 1, 2023 – September 30, 2024
- Claims and HHCAHPS survey-based measures: July 1, 2023 – June 30, 2024
Agencies received a January IPR if they were Medicare-certified before January 1, 2023 and met the minimum data threshold for at least one quality measure during the specified time periods. To calculate measure performance, sufficient data must be available for both the baseline and performance years. The minimum thresholds for both periods are:
- OASIS-based measures: 20 home health episodes
- Claims-based measures: 20 home health stays
- HHCAHPS survey-based measures: 40 completed surveys
Key Updates in the January 2025 IPR
NEW “CY 2025 Baseline” Tab:
- This worksheet provides preliminary Improvement Thresholds for the CY 2025 applicable measure set.
- These thresholds are based on CY 2023 data for all measures, except the Discharge to Community – Post Acute Care (DTC-PAC) measure, which uses CY 2022 and CY 2023 data.
- Since DTC-PAC is a two-year measure, thresholds are only established for HHAs certified before January 1, 2022 with at least 20 home health stays during the two-year period.
RECENTLY ADDED “CY 2025 AT and BM” Tab
- This worksheet provides Preliminary Achievement Thresholds and Benchmarks for the CY 2025 applicable measure set.
- CY 2023 data is used for all measures except DTC-PAC, which uses data from CY 2022 and CY 2023.
These updates provide agencies with early insight into performance expectations, helping them prepare for the upcoming performance year.
Staying informed about the content of expanded HHVBP Model Reports, especially as they evolve, enables agencies to leverage this information to drive quality initiatives and continuously assess performance throughout the year.
Agencies can use their IPRs as a valuable resource to identify both areas of success and opportunities for improvement.
