New CMS Quality Measure Tools Now Available

On March 4, 2026, the Centers for Medicare and Medicaid Services (CMS) posted two updated resources for providers related to the calculation of the quality measures used in the Home Health Quality Reporting Program (HHQRP). Note that these references also support Home Health Value-Based Purchasing (HHVBP) measures, when applicable to the Expanded HHVBP Model.

• QM Manual: Home Health Quality Reporting Program Quality Measure User’s Manual, Version 3.1 and associated Change Table
• Risk Adjustment Specifications: Risk Adjustment Technical Specifications 2026

These are available on the HH QRP webpage under the Home Health Quality Measures subpage, in the “Downloads” section at the bottom of the webpage.
