In the CY 2026 Home Health (HH) Prospective Payment System (PPS) Final Rule, the Centers for Medicare & Medicaid Services (CMS) announced plans to respecify the Falls with Major Injury (FMI) measure. The new version of the measure incorporates claims data, encounter data and OASIS data to produce a more robust and complete data set, resulting in a more accurate measure that includes more providers. In conjunction with this update, CMS has released updated documents.
CMS has provided home health agencies (HHAs) with:
- Updated Technical Specifications for the respecified Falls with Major Injury Measure
- Home Health J1800 and J1900 Errata for the OASIS Guidance Manual
- 3 New October 2025 CMS Quarterly OASIS Q&As specific to J1800 and J1900 coding guidance
The technical specifications summarize the incorporation of claims data into measure calculation. The J1800 and J1900 errata includes updated definitions that expand on the definition of “falls” and “major injury” for OASIS data collection. The CMS Quarterly OASIS Q&As clarify the guidance updates for J1800 and J1900 and indicates that the updated guidance for OASIS coding is effective January 1, 2026.
